The Office of Public Accountability (OPA) was established by the City Charter in 2011 to protect consumer interests with regard to the Department of Water and Power (DWP), and provide independent analysis of water/electricity rates. The OPA is headed by an Executive Director who is selected by a Citizens Committee, and confirmed by the Mayor and the City Council. The Executive Director serves one five-year term, and conducts a variety of duties related to the operation and management of the OPA.
