Neighborhood Council Monthly Expenditure Report (MER) Online Submission:

As City of Los Angeles Neighborhood Councils, Neighborhood Council Monthly Expenditure Reports are required for all expenditures of public funds. The MER Form is an accounting tool to disclose the previous month’s expenditures. The MER Form has been updated to better assist Neighborhood Councils track and report their expenses.

Steps to Complete Your MER:

The Monthly Expenditure Reports are due 10 days after a Neighborhood Council (NC) Regular Scheduled Board Meeting. (i.e. July MERs are due 10 days after the NC’s August Board meeting). Please follow these steps to MER.

  • Download the MER Form and How-to Guide
  • Completely fill out MER Form and prepare all supporting Documentation
    • Board Vote Count Form for MER
      • Note: MERs are required to be agendized and voted on by the Board at a public meeting – unapproved MERs are not valid
    • Bank Statement
    • Funding Request Forms for each expenditure
    • Invoices
    • Receipts – Proof of Payments
    • NPG Applications… etc.
      • Note: Please review the Pre-approval Check List for additionally required Documents
    • Fill out the required contact information on the website
    • Scan and attach the MER and all supporting documents to the website
    • Click Submit

That’s it! You have completed your MER. Please allow for 5 minutes to receive your MER submission email receipt.
