The City of Los Angeles Planning Department has taken a huge step toward accountability and responsibility for the conditions decision-makers impose on Conditional Uses. In early 2013, the Condition Compliance Unit (CCU), created by Michael LoGrande, was charged with the responsibility to begin the enforcement of, or at least determine how to enforce conditions imposed by the Planning Department.

This City-wide task fell on a unit of initially 2-1/2 staffers that increased to 4 by the end of 2013.  After a couple of fee studies, numerous Council motions, and a lot of hard work, the Monitoring, Verification and Inspection Program, also known as MViP, will finally be implemented beginning July 6th, 2015. The Program will more than double the staff assigned to the CCU and will include new fees and changes to the submittal and clearance process for Conditional Use Permits  related to Alcoholic Beverages and Entertainment (CUBs & CUxs).

The primary function of the Program will be to ensure compliance prior to the beginning of operations, and to proactively monitor utilization, Plan Approval and expiration deadlines of these grants. This new Program will add a pro-active inspection component to ensure compliance after operations at a restaurant, bar, nightclub or similar establishment begin.  The Program also adds a Pre-Application and a Planning Field Verification function.  For more information about the MViP, please see this informational flyer, read the FAQs, or visit planning.lacity.org.
