It has been two years that I have been an active board member at the Encino Neighborhood Council. I have been heavily involved in saving the Los Encinos State Historic Park. I have also represented the community of Encino in Redistricting Los Angeles and Redistricting California. I have co-chaired an ad hoc committee for amending Bylaws of Encino Neighborhood Council. At this position, I advocated amending the Bylaws and successfully accomplished this goal. I graduated from law school in 2001 and hold a cum laude Juris Doctorate degree. I also work in the legal industry. I have also served the position of the president of a homeowners association for more than 14 years.

I‘m Eliot Cohen, financial advisor and Encino resident for 9 years; I live with my wife, daughters, and family dogs.
I’ve watched with concern as Encino’s quality of life has been systematically eroded by development.  Traffic, public safety, and environmental problems are often discussed, but seldom heeded or acted upon by our leaders. The cumulative negative effect of development hasn’t been adequately calculated.
Many are disenchanted with ENC which should be an effective voice for stakeholders to promote their interests and have their concerns addressed.
I’ve served on ENC for two years, but I want to do more to boost its viability. I will support a greatly increased outreach budget to raise ENC visibility and effectiveness.
I ask for your support because I know what must be done to make results-driven advocacy happen.  Let’s keep Encino a good place to live, work, shop, eat, and send kids to school.

Gil Spiegel

Gilbert (Gil) Spiegel: Prior to moving to Encino, where my family has lived for the last 20 years, I lived and worked in Philadelphia where, as an real estate attorney and developer, I was constantly working with and before neighborhood councils and zoning boards. I am familiar with neighborhood and city “grand plans” and how they are supposed to work and how they are broken. I agree that change is necessary but it should not be disruptive to the community nor change its character.

As a long-term resident of Encino, and an active member of the community I respectfully submit my application for Business Area Representative for the ENC. I have lived in Encino for most of my adult life, moving here in 1985. I have been a homeowner since 1990, and a Board member of HOME (Homeowners of Encino) for the past 6-7 years. I have spent much of that time as a self-employed business owner based in Encino. I have raised my daughter here, and she went to elementary school in Encino, where I served on the school board for 2 years.

I have worked and lived in Encino since 1994. Encino is my favorite district in the City of Los Angeles. It is the gateway to the west side. There are many great businesses, shops, restaurants, and office buildings. It is my desire to continue the work of the Council to ensure that Encino continues to be a great place to live, work, play, and grow a great community.

I have been involved with the Encino Chamber of Commerce and Encino Neighborhood Council since 1997; have been a Board member of ENC for the last 2 years. Educated in Finance, Real Estate, and Law, I bring a well rounded and much needed dignified voice to the community as well as the Council.

I am a proud long term resident and Homeowner of Encino. As a mother of 2 children education is and will always be a priority for me and I promise to represent the local schools in our community as one of Encinos most valuable assets.
I have been involved in the reopening of HESBY OAKS K-8 school. I volunteer on a weekly base. I support local public schools in Encino as a business sponsor. Encino has some of the best public and private schools, our neighborhood has a reputation for first class education and that draws young families and new residents to the community.

As current Park Advocate/Environment Representative I have been involved in discussions with US Army Corps of Engineers regarding updating Sepulveda Dam Basin Master Plan and Sepulveda Garden Center proposed gardener plot fee increases.

I continue to monitor large special events at Lake Balboa/Woodley Park. I’m on Park Advisory Boards for Balboa Sports Center/Encino Community Center (9 years).  I have volunteered for years at events held at both facilities.

I have participated in numerous clean-ups at Lake Balboa and Sepulveda Basin Wildlife Areas.  I have been and continue to be involved  with the Sepulveda Basin Off Leash Dog Park attending meetings and events.

I believe the mission of the ENC is to “Empower Stakeholders” by giving them the tools/information of who to contact directly about an issue.  Then if they still are not satisfied, the ENC can get involved.

I would be honored to have your vote for Park Advocate and Environment Representative so that we may work together to protect and enhance our parks and open spaces.
The recent Los Angeles City Council redistricting that placed the Sepulveda Basin in Council District 6 and the residents of Encino in Council District 5 requires the ability to advance partnerships between stakeholders in order to maintain and improve park resources. I will seek and encourage input from all of the individuals and groups involved.
My volunteer work includes the Sepulveda Basin land use discussions and classifications. I am aware of the numerous stakeholders, their concerns, and the necessity of sharing our resources with differing interests.
I am a member of the Sierra Club, a resident of Encino, and I enjoy near daily walks or bike rides through our parks.

I have lived in the San Fernando Valley my entire life.  Three years ago my wife and I were fortunate to have the opportunity to move our family to Encino.
Our two boys play baseball at Encino Little League, soccer at Balboa AYSO and attend Lanai.  My wife and I are active participants in all, and enjoy supporting the community that our children call home.
I value “pride of home-ownership” and believe that the rights of homeowners need to be monitored and protected.  We also have a duty to ensure that responsible commercial development complements and strengthens our community.  Both of these objectives can be achieved through thoughtful dialog between residents and developers through the efforts of the Planning and Land Use Committee.

Since the early 1980s, I have been a member of Homeowners of Encino and am a Board member and serve as Treasurer. When the ENC started I attended meetings as an alternate for the HOME rep. and for the last 4 years I have been a stakeholder member of the Planning and Land Use committee.

My commitment comes from living in Encino since 1956 and seeing the rampant and uncontrolled growth. The increased traffic, density and development are serious issues that effect the quality of life for Encino residents. Our neighboring communities are effected as well, as is the entire city of Los Angeles.

There is much work to be done and I would like the opportunity to serve on the Encino Neighborhood Council and be a positive part of the future of Encino.

I am running for the Encino Neighborhood Council for the sole purpose of ensuring that the concerns and needs of the local residents are heard. As a resident of Encino for the past five years, and as a parent of two young children who play on our streets and who will attend our schools, I am dedicated to collaborating with the council and my fellow residents to seek solutions to our neighborhood’s pressing issues.

As a licensed attorney and real estate broker, my professional experience will be an asset when evaluating and addressing issues relevant to the community.

Glenn Bailey

I currently represent Area 1, which includes the neighborhoods of Encino Village, Encino Park, and others north of Burbank and west of Balboa boulevards.

I serve on the Balboa Sports Center Park Advisory Board and the Los Encinos State Historic Park Task Force, which is working to keep the park from closing.  I actively support the Sepulveda Basin Off-Leash Dog Park Advisory Board efforts.

On the Neighborhood Council, over the years I have served on the Park, Finance, Outreach, Bylaws, and Election committees.

This past year I represented the South Valley on the Neighborhood Council Budget Advocates, an elected citywide group of 28 that makes budget recommendations to the Mayor and City Council.

I am fighting the City’s proposal to make homeowners liable for sidewalk repair damaged by parkway trees (average cost per homeowner $3,500-7,000).

I grew up playing in Los Encinos State Historic Park learning the value of nature, the past, and the interconnectedness of all things. Currently, Encino is not ready for the demands of the 21st century; there is serious need for improvement, especially when it comes to alternative/mass transit infrastructure. Area 2 is easily the transit-heart of Encino with the Commuter Express hub, the bike lanes along Burbank and Balboa Blvd, an Orange Line station, and a fairly reliable group of buses along Ventura Blvd.Unfortunately, our North-South connectors do not run frequently enough, reinforcing our dependence on cars and exacerbating traffic. As your representative, I will work tirelessly to help build, with your help, the more sustainable and safe Encino we deserve, starting with our bicycle, pedestrian and bus networks. I am running for re-election because of my concern as an Area 3 Condo resident, Condo owner and HOA Board Member about conditions in Area 3.
I have lived in the Valley for 27 years. I initially lived in Sherman Oaks while having a law office in Encino.

I was a founding member of the Sherman Oaks Neighborhood Council. After moving to Encino I became an alternate and was subsequently elected to the board of the Encino Neighborhood Council. I have been serving as Area 3 representative, as an active member of its Public Safety Committee and as Secretary of its Election Committee.

Since I am retired I have sufficient time to serve and ability to serve without business conflicts.

If re-elected I will continue to vote and speak against any developments that will cause traffic, parking or safety problem to Area 3 residents.
