Neighborhood Council Board Members can endorse candidates in Neighborhood Council elections IF it is clear that the person listing his/her title is doing so solely for identification purposes.
For example, a Board Member could send an email from a personal and private email address saying…
“Hey neighbors, my name is John Smith and you may know me as the President of the Happy Days Neighborhood Council, however, I am sending this email in my personal capacity. The HDNC has not endorsed any candidate and this message should not be viewed as any endorsement by the board.
As for my endorsement, I trust that you will support me in voting for the Open Space Slate and join us in working together to create great parks and community gathering areas.
John Smith”
