billrosendahlI hope our newsletter finds you well. I was very sad to hear that Bill Rosendahl, former Councilmember for District 11, passed away this week. Councilmember Rosendahl was a great supporter of Neighborhood Councils, and it was always such a pleasure to work with him. For more information, please see current District 11 Councilmember Mike Bonin’s article below.

dwpreformrapheCal State Los Angeles’ Pat Brown Institute hosted a town hall on the DWP Reform on Wednesday night. Mayor Eric Garcetti, Controller Ron Galperin and Councilmember Felipe Fuentes spoke on the proposed DWP Reform (CF #16-0093) before our BFF, Executive Director of the Pat Brown Institute Raphael Sonenshein, moderated the panel with LADWP General Manager Marcie Edwards, Chair of the Civic Alliance and Appointed Charter Reform Commission, George Kieffer, and Chair of the Neighborhood Council DWP MOU Oversight Committee, Tony Wilkinson. A lot of great information was shared with the many community members who attended. The Rules, Elections, InterGovernmental Relations & Neighborhoods Committee will be holding a special meeting on DWP Reform in Council Chambers on Friday, April 8th, at 8:15 am. They will also be partnering with Mayor Garcetti and the LANCC to hold another DWP Reform Town Hall on Wednesday, April 13th, at 6:30 pm in Council Chambers. Please make sure that you get your Community Impact Statement in CF #16-0093. Many thanks to Bel Air Beverly Crest Neighborhood Council for being the first to submit their CIS!

We were happy to host the forming Los Angeles chapter of the International Association for Public Participation (IAP2) this week. A group of both public and private agencies that work on engaging the public met our office to learn about the Neighborhood Council system. Many had already worked with Neighborhood Councils, and it was a lively discussion on what works with the Neighborhood Council system and what could work better in terms of Neighborhood Councils engaging their stakeholders and the City partnering with Neighborhood Councils. Our hope is to be able to offer some of the great IAP2 trainings on public participation soon!

A reminder that the LANCC will not be meeting tomorrow as Neighborhood Councils in Region 1 are starting. Also, the Board of Neighborhood Commissioners have moved their meeting to Monday, April 4th, in Granada Hills because the Rules, Elections, InterGovernmental Relations & Neighborhoods Committee will be holding a special meeting at City Hall to discuss Neighborhood Council issues, including time for Neighborhood Councils to present during City Council and Committee meetings (CF# 15-0389 and 15-0524) and the use of City facilities by Neighborhood Councils (CF#16-0298).

If I don’t see you this weekend, have a great one!
