My residency in District Four goes back to 1986. When the Los Angeles City Charter was changed to include newly formed Neighborhood Councils, I was elected the first Recording Secretary in 2001. I came back on the Board as Vice Chair, the office I currently hold.
I have many years of leadership experience and have worked successfully with the NC’s community projects. I believe my various volunteer, managerial skills and experience will enable me to meet the challenges of Chairperson of the Harbor Gateway North Neighborhood Council.

For the past two and a half years, I have served as the Chairperson of our Neighborhood Council. Previously, I was the Recording Secretary for more than three years. In both positions, I have helped raise awareness of our Council by coordinating flyer delivery and reminder robo-calls to stakeholders. I have been a key organizer of our 2007, 2009, and 2011 Health Fairs and many speakers for our meetings, including those on earthquake preparedness and the proposed Project RENEW overlay districts. I have also helped coordinate our response to key planning and land use issues. I look forward to working with our new Chairperson on continuing such work and developing new initiatives, such as a farmers’ market in District 8, Movies in the Park next summer, and lots of community input into the upcoming revisions of our three Community Plans.

To involve youth in HGNNC and help develop neighborhood leaders, I have proposed that the council sponsor a Youth Leadership group during 2012-13. To do so, HGNNC will partner with Toastmasters International, a nonprofit educational organization. Youth Leadership is presented in eight sessions during or after school, or on weekends. Each session lasts one to two hours. A workshop-style design enables youth to develop their potential through practical experience, delivering short impromptu and prepared speeches and learning to apply listening, thinking and speaking principles. An announced agenda is included and they learn and practice parliamentary procedure. Youth Leadership does not compete with school programs or courses, or other youth projects, rather it supplements these programs with emphasis on specialized skills, and individual needs training. Successful leaders all must communicate effectively. Every young person has the potential to become a good communicator and leader.

Allen Morgan

As a Youth Representative my goal will be to improve community standards, to give young individuals healthy and constructive alternatives opposed to the status qua forced upon them today by subpar living conditions. The harbor north community is deficient of parks, recreation facilities, and community centers it is also over run by drugs, gang units, and other various criminal elements. This is unacceptable and if elected I will fight strongly to change this sad reality. I have a vision of a better tomorrow but the work for that vision needs to start today. If elected I will always be open to new ideas for further improvements as well as dedicated to achieving success. The first step to improvement, whether mental, moral, or religious, is to know ourselves. Our weakness, errors, deficiencies, and sins, So that by divine grace we may overcome and turn from them all.
