The Board of Neighborhood Commissioners is an all-volunteer group of seven commissioners, appointed by the Mayor and confirmed by the City Council, who serve as the policy-setting and oversight body for the Neighborhood Councils and the Department of Neighborhood Empowerment. The Commission holds regular public meetings twice a month, alternating between meetings at City Hall, and rotating locations in communities around the City.

Over the next 3 months, the Commission will use its regularly scheduled meetings out in the community to hold Town Halls to take feedback from you, the leaders of the Neighborhood Council movement, on two proposed policies:

  1. Requiring leadership and conflict resolution training for NC Board members and candidates, including a new board retreat
  2. A systemwide censure and removal procedure for all Neighborhood Councils that includes openness, fairness, a proper degree of procedural due process, and provide consistent guidelines to Neighborhood Councils when enforcing provisions of their bylaws and other applicable policies regarding proper conduct of board members.
