The Venice Neighborhood Council (www.VeniceNC.org ), 21-member grass roots arm of Los Angeles city government, voted Tuesday evening to ask municipal officials that safe and habitable bootleg units be legalized on granting exceptions to the VCZSP by a vote of 10-3-2.

Proponents of the resolution in public comment called the resolution the “easiest and most direct path to permanent affordable units.”

Los Angeles is in the midst of a severe housing crisis, where there are some 40,000 homeless individuals in need of someplace to live. Proponents of the resolution are calling for solutions that will impact low-income tenants.

The resolution calls for city monitoring by a designated agent. According to the resolution, “the process should begin with an amnesty to encourage property owners to apply to legalize their bootleg units, with subsequent imposition of fines for noncompliance.”

Robin Rudisill, Chairperson the VNC’s Land Use & Planning Committee (LUPC) sponsored the resolution.

In other business, the Board recommended approval of the application of 648 Millwood Avenue, which calls for the demolition of the existing property and construction of a new 2-story, 25’ feet tall, 3,546 square foot structure with an attached 524 square foot garage.

The Board heard public presentations from the Los Angeles Police Department as well as the Office of Assembly member Autumn Burke.

A presentation by the Los Angeles Affordable Housing Commission was rescheduled for the September meeting, and a resolution regarding street vending was also tabled to the September agenda.
