General Manager Raquel Beltrán

A native of San Diego, Raquel Beltrán’s professional experience includes over 35 years in public administration, community organizing, and non-profit management in various parts of California. Prior to joining the Department of Neighborhood Empowerment as General Manager, Raquel had already spent 11 years supporting and partnering with the Neighborhood Council system. First as Executive Director of the League of Women Voters of Los Angeles and then in her previous role as Associate Director of Cal State LA’s Pat Brown Institute for Public Affairs — which produces Dr. Raphael J. Sonenshein’s Civic U training series tailored for Neighborhood Councils.

Raquel brings a diverse array of nonprofit experience including as co-founder of the United Domestic Workers of America and also as a former San Francisco Bay American Red Cross disaster preparedness specialist. She completed her undergraduate studies at California State University, East Bay with a B.A. in Political Science and her Masters Degree in Business Administration from California State University, Dominguez Hills, with Delta Mu Delta honors. She currently serves on the Public Administration Advisory Board at California State University, Northridge. Raquel is a graduate of the City of San Diego Management Academy and the California State University Tri-Campus Management Academy.
