The City Council introduced Council File 15-1356 relative to 2016 Homeless Count Week on November 17, 2015. This resolution highlights that the 2016 Greater Los Angeles Homeless Count will commence January 26, 27, and 28, 2016. The effort of this resolution is to conduct the street count enumeration that has occurred every two years since 2005. Furthermore, the resolution is resolving that the Los Angeles City Council proclaim January 26-28, 2016, as Homeless Count Week 2016 and direct various City Departments to support the Homeless Count by cooperating with Los Angeles Homeless Services Authority. This resolution has been referred to Homelessness and Poverty Committee for further vetting.

If the Homelessness and Poverty Committee approves this resolution ( A YES vote), the matter will be scheduled to go before the City Council with the committees’ recommendations to support the proclaiming January 26-28, 2016, as Homeless Count Week 2016.

If the Homelessness and Poverty Committee does not approve this resolution ( A NO vote), the matter is still referred to the full City Council for deliberations, further instructions, or approval.

Once the matter is scheduled for City Council, the elected body can vote to approve the matter, reject it, or refer the matter back to committee for further vetting or approve specific instructions as they see fit. The City Council vote takes precedence over the committee’s vote/recommendations.
